According to reports from Pct 4, on April 11, 2019, deputies with Constable Mark Herman's Office conducted a traffic stop on a vehicle for failing to pay a toll in the 8000 block of the North Sam Houston Parkway West.
During the course of the traffic stop, it was discovered that the driver, identified as Preston Cody Talbot was in possession of a license plate flipper which was installed on the rear of his vehicle.
Further investigation revealed that he was prohibited from operating a vehicle on the Toll Road due to failing to pay tolls in the amount of $5,473.07.
"Preston Cody Talbot was arrested and booked into the Harris County Jail, charged with Possession of a License Plate Flipper. His bond was set at $100.00 out of County Court 15." -Constable Mark Herman
